Pending Worker Welcome Email with SSO – How Are You Handling This?

I'm working on an Oracle Recruiting Cloud implementation where the client uses Single Sign-On (SSO) for all employees. In this setup, the standard "New user created" notification (which includes the ${resetUrl} link) is irrelevant for regular employees — they authenticate via SSO and never need a local Oracle password.
However, the scenario gets more complex when it comes to Pending Workers.
The flow:
When a candidate is converted via Move to HR in ORC, a Pending Worker is created and an Oracle user account is generated. At that point, the system fires the "New user created" notification to the candidate's personal email — which makes sense, because the Pending Worker needs to access HCM Self-Service to complete pre-hire tasks
