Unable to view or create timecard as Time and Labor Administrator

A user account is created and assigned the following roles:

  1. Employee
  2. Time and Labor Administrator
  3. Time and Labor Administrator View All (Data Role)
  4. Time and Labor Custom (Custom role inherited from Time and Labor Administrator seeded role)

After assigning the roles, ran the process 'Import User and Role Application Security Data'. Logged out and logged in again. The user is able to search for the employee but is not permitted to view, edit or create any timecard.

However, when I create the 'Time and Labor Manager Custom' Role, user is able to perform all the actions related to the time card. Can anyone please suggest what is missing?
