Enable UI correction of assignment start date for primary multiple assignments

Hi All,

Business Requirement

Enable HR users to correct the effective start date of an assignment created through the Add or Change Assignment transaction, including when that assignment is currently designated as the primary assignment.

Current Behavior

When an assignment is created with an incorrect effective date, the assignment start date is not available for correction in the UI.

Additionally, the assignment cannot be deleted if it has become primary. Oracle HCM returns:

PER-1531533: This assignment became nonprimary when a new primary assignment was selected.

This prevents users from correcting an accidental or incorrect assignment start date through the application.
