Restricting Access to Parent Departments While Retaining HR Transaction Functionality

We have the following department hierarchy:
BUL1 → BUL2 → BUL3
Our requirement is to restrict managers/HR users from viewing BUL1 and BUL2 departments and allow access only to BUL3 departments.
We are exploring security profile options to achieve this without manually maintaining exclusion lists. However, we also need to ensure that standard HR transactions continue to function properly, including:
- Hire
- Promotion
- Transfer
- Assignment Change
- Other employment-related transactions
Questions:
- Is there a recommended way to exclude parent departments (BUL1 and BUL2) from a user's view without manually maintaining department exclusions?
