UOM conversion implication in Requisition creation

Item is setup with UOM conversion as 1 Pack = 6 Each, BPA created with UOM as Pack and also enabled 'Allow requisition-to-agreement UOM conversion' at Configure Requisition Business function level which is required for Drop-Ship POs.

When we try to create a Requisition, select the item, Supplier, quantity is entered as 10, UOM is selected as Each and when we try to save the transaction, the Requisition is created with quantity as 1.6667 in decimals and UOM as pack referencing the BPA even when BPA is not selected while Requisition creation and UOM conversion.

The requirement here is User wanted to create the Requisition in Each without having the UOM conversion and BPA reference.
