How can we auto-approve Low Risk transactions and route High Risk transactions to Level 3 approval?

The transaction is initiated by the Location HR/Line Manager through the Change Assignment page. Once the transaction is submitted, it follows the workflow below:
The transaction is first routed to the Level 2 approver (Manager's Manager).After Level 2 approval, the transaction is sent to HIL Auto Approval.
Our business requirement is as follows:
When the transaction reaches HIL Auto Approval, an automation process invokes a third-party API to retrieve the risk assessment for the transaction.
If the API returns a Low Risk result, the transaction should be automatically approved by HIL Auto Approval.If the API returns a High Risk result, the transaction should not be auto-approved. Instead, it should be reassigned to the Level 3 approver, which is configured as a Role Group in the workflow.
