Is anyone using W4 without Oracle Payroll?

Summary:

We are implementing Core HCM and ORC for US, but the client has own payroll system. They need W4 form for new hires etc but can we do this without Oracle Payroll? I believe there is something called OPI (Oracle Payroll Interface) which is not the full payroll module.
