Compliance at scale solution peer-review on gap

Is “latest certification” logic fundamentally broken in OLC compliance? Using exclusion model instead.

Context: Large NHS implementation (~30k workers) using:

  • Learning Outcomes → License & Certification
  • Known behaviour: new record per completion (existing Licences and Certifications are not updated with new expiry)
  • Multiple historical cert records per learner over time

Problem Statement: There is no clear, documented way in OTBI to reliably derive the “current” certification record per learner without:

  • Ranking (sort-dependent, non-deterministic at scale)
  • MAX logic (not consistently supported across subject areas)

This creates a design gap for compliance reporting.
