Job Requisition Primary Location - Blank LOV

Summary:

This seems to be a new issue starting in either 26A or 26B. When standing up a new lower environment for Recruiting, I follow the instructions to run processes for New Provisioning per the Implementation Guide for recruiting. When we go to create Job Requisition, then list of values for the Primary Location is blank. If we go to create a Job Template via the responsive UI, we can select a Primary Location, so the issue is not with Geography Hierarchies. After following all instructions, I don't understand why the Primary Location field is blank in Redwood.
