post Fusion IAM upgrade we are seeing 1000's of entries in audit reports related to rats_monitoring

Summary: Reports/audit log are being overwhelmed by new entries owing to Oracle seeded accounts (e.g. rats_monitoring) after recent Fusion IAM upgrade completed.

These entries are so abundant that they are obscuring other pertinent entries and possibly overwhelming the reports such that data cannot be loaded for internal use. There seems to be no way to filter these entries out.
