Internal candidates not eligible for ICPs at offer stage

Summary:

We have an ICP that uses a Participation and Eligibility FF to determine eligibility and works great in Comp. Lot easier than a GIANT set of jobs and works. Works also with external candidates, passing the assignment with the new job. HOWEVER, when we use an internal candidate, it seems to pass to eligibility criteria the current assignment with the current job.
