Recommended architecture for bulk update to a change order with existing affected objects in PDH.

Looking for a proven pattern pattern for a two-phase external change process mapped to one PDH Change Order
1. Register affected items first (no item changes),
2. then apply bulk item updates later at production volume (500+ parts).

We are integrating an external change management system into Oracle Product Hub (PDH). In the source system this process is called an ECN (Engineering Change Notice). In Product Hub it maps to a Change Order.
The integration has two phases on the same Change Order:
- Open — register affected items on the Change Order with no item attribute changes yet
