The list binding application LOV_JobId with a given set of values does not produce any matching row

Hi everyone, We are getting the following error when trying to create a second work relationship for employees in Oracle HCM Cloud:

"The process Create Work Relationship could not be executed. The list binding application LOV_JobId with a given set of values does not produce any matching row for a row of type: AddPersonWorkRelationshipVO_AddPersonAssignments_AddPersonWorkRelationshipVOToAddPersonAssignmentVO_AddPersonAssignmentVO, key oracle.jbo.Key[<internal_id> 4712-12-31 Y 1 2014-02-24] "

This issue has occurred for more than one employee, including employees from different legal employers. The affected employees were loaded into production through templates, and the issue occurs when we try to add a second work relationship. We already validated that the related job and position are active and effective. The job/position appears correct in the UI. Has anyone seen this error before in the Create Work Relationship flow? Could this be caused by effective-dated data, data security, cached/stale values, template-loaded data inconsistencies, hidden characters/trailing spaces, or a mismatch between the position and the derived job?
