How to get the MFA SMS option to appear on the sign in page

in Fusion Applications Administration

Summary:

We have created a new User Category called MFA_USER.

It lists Email, SMS, Oracle Mobile Authenticator Passcode and Oracle Mobile Authenticator Notification as options.

But SMS does not appear on the 2-Factor MFA log in page
