I can't start my database on an oracle cloud free tier in Frankfurt

Summary: After having issues to connect to my autonomous database 19c on an Oracle cloud free tier account (Frankfurt), I stopped it and I tried to start it again and I've got errors

When I initially tried to access to my APEX environment I've got the error HTTP Status Code 571. I checked on the free tier account and saw that the database was running. I decided to try to stop it and restart it though I've got an error saying : The Autonomous AI Database operation could not be completed due to an unexpected error.Entering messages region. I saw that I could restore or clone the database but it's not possible with an Alway free database. What happened during the weekend in Frankfurt?
