Allow current or past Amendment Effective Date before the Start Date of a new contract version

Description: 

Current application behaviour is, the application does not allow the submission for approval if Amendment Effective Date is set prior the Start Date of a new version of the contract.

We would want this feature to be enhanced for scenarios where customer/client wants to have a new version of the contract, considering this is amended, with a new start date - only to be activated once the amended contract is approved.
