FCCS FR Report Books throw Error - Refused to Connect

Summary:

When trying to run an existing FR Report Book in FCCS and EPBCS Production, we see an error:

epm-xxxxxx.epm.us6.oraclecloud.com refused to connect.

We do not see the error when running an FR report, only when running a book. Test environments doesn't seem to have the same problem, only production.

Anyone facing a similar issue? Any pointers in this is much appreciated. This is impacting our Q2 close.
