How to make a particular custom field as LOV on Address format in Oracle fusion HCM

Hello,

We are in need of creating a custom filed in "Postal Address Format" as a LOV. We were able to add the custom field with available attribute, but it's added as a free text field. We need it as LOV. Can anyone help on this.
