Security Console User Category Notifications vs. Identity Domain Notifications

Summary:

The User Category area within the Security Console in HCM has always been the main hub for user notifications. Now we have noticed a Notifications area in the HCM instance-related identity domains. In some cases, there are identical (or nearly identical) notifications listed in both places. For example, password resets, password change confirmations, etc.

Is there any guidance as to what should be enabled and where? Is there a chance of a user receiving multiple notifications for the same action if the same notifications are enabled in both locations?
