Unable to receive on behalf of others?

Summary:

We created a custom role to allow users to receive on behalf of others, but users still do not see any options when they go to Redwood "My Receipts". We followed the steps from Oracle Docs. I added some extra privileges as well but still no luck. Our client needs the ability to allow certain users to receive on behalf of others. Is something else needed?
