Using Delivered vs custom library for Dynamic Skills

Summary:

Looking forward to your expert opinions as I plan to kick off the Dynamic Skills implementation for the client. I have a few questions where I am lookgin for expert opinion:

1. The client wants to start small and prioritize approximately 1,000 skills from the delivered library of around 12,000 skills. Is it recommended to enable the 1,000 required skills and disable the remaining delivered skills within delivered library, or would it be better to create a completely custom library with those 1,000 skills and completely disable the delivered one?

2. In what scenarios should we use the delivered library versus a custom library? What are the advantages of using the delivered library compared to creating a custom one? Any recommendations from the team would be appreciated.
