Cycle count items every few years

Description (Required):

Today, a cycle count in Oracle Fusion requires items to be counted at least once a year for a created cycle. We need the ability to create cycle counts and cadences for items that only need to be counted once every 2 years and once every 5 years per government nuclear guidelines

Use Case and Business Need (Required):

In the nuclear power industry, many items are required to be counted either on a 2 year or 5 year count cycle. The 2 and 5 year cadence is dictated by the government, to satisfy regulatory documentation requirements.
