Oracle learning cloud deeplink - record external learning

When attempting to submit External Record deeplinks:

In some cases, the submission completes successfully.At times, the submission process gets stuck (no response or loading indefinitely).Occasionally, the system throws errors during submission.In certain scenarios, the system requires resubmission.
In some instances, the External Record Deep Link redirects users to the login page, and after login, lands on the homepage instead of the intended learning record page.
The expected behavior we are assuming that once we click on record. it will go back to fusion application or my learningSame issue we are getting with non catalog learning deeplink
