Leading Zeros are getting removed in cloud with HRC_NUMBER_3 value set

Summary: We have an issue where Leading zeros are getting removed even with manual addition of the values in Redwood or Classic pages for an EIT which is governed by the value set HRC_NUMBER_3. For example if the value is 028 then after entering it for the particular EIT its chaning to 028. Has anyone else faced this?
