Learning Initiatives Not Assigning-Process Learning Initiatives and OTBI reports taking a long time.

We are having an issue where Learning initiatives are not assigning to learners because the Process Learning Records job and OTBI reports are taking excessively long to run. The Process Learning Records job runs every time a learning item is assigned from self-paced learning, often taking hours and sometimes needing to be canceled. If the process is already running, additional learning item assignments fail, likely because the system prevents multiple instances for the same user. Has anyone else experienced issues with slow process/report speed? What can we do to resolve? We need to be able
