External Candidates Applying to Internal Postings

Has anyone experienced external candidates applying to internal-only job postings? This has happened twice now. The source information on both applications shows that the candidates were referred, but they insist they found the postings on our external careers site. I also pulled the posting history and can't find any evidence that these positions were ever posted externally. Just curious if anyone else has seen this or has any ideas what might be going on.
