Representatives can see employees in all organizations the employee is assigned to

Our person security profiles are secured by Area of Responsibility. The Scope of Responsibility is "Organization hierarchy for department" and we have an organization hierarchy configured, which we reference in the representative's AOR configuration.

Our requirement is that we have HR specialists in each organization that are responsible for employees assigned to the departments in their organization hierarchy. Some of our employees have multiple assignments in departments that are in different hierarchy nodes. Example: An employee in our Building and Planning department also works as a poll worker in our Elections department. The representative in the Elections Department can see all employment and salary data both in the Elections Department and in the Building and Planning department.
