Team members missed from learning initiative assignments using OTBI

Summary:

When using OTBI for learning initiatives , analysis has confirmed that the team members are being excluded from assignments. Although the learning initiative is active and the OTBI report criteria has been validated as accurate, there are large differences between data assigned vs user listed on OTBI. Has anyone experience this issue?
