Not able to automate Step 4 through the REST API.

Summary: We are using the below Learning workflow, which consists of five steps. We would like to automate Step 4 – Activate Assignment, which is currently performed manually by the Learning Administrator. We are attempting to automate this step using a REST API. However, after using the below-mentioned REST API and payload, we were unable to activate the assignment and we are facing the mentioned error.

Step 1: Employee (Request Non-Catalog Learning) 
Step 2: Line Manager (Approve Request) 
Step 3: Learn Admin [Edit the Assignment and link the Non-Catalog Learning request to a Course. (This Course will include a questionnaire as an activity where all required Course-related details will be captured and tracked. This is necessary because when the assignment is linked to an existing Course, the details entered by the employee are overwritten, and the Course details are reflected in the system instead.)]
