Is it possible to upload documents like withholding letters so supplier can see in supplier portal

Summary:

In Payables module, invoice has some withholding tax. We need to send to supplier certain withholding tax form i.e. Form 2307 as proof of withholding. Is it possible to mass upload these to all suppliers so they can access in the supplier portal? Asking in behalf of client.
