Use of AOR in Fusion ERP

When creating access for Fusion ERP implementation, can we use the Areas of Responsibility setup that we have in Fusion HCM

I have been using the concept of AoR in Fusion HCM mainly for approval and notification purposes. In fusion ERP I do have the same requirement where I need to triger approvals and notifications for users based on multiple locations and BU. Here I do not see any common attribute from their profiles to group them. Therefore, I am looking for the feasibility of using an AOR to map them accordingly.
