New Feature after Quarterly Upgrade for oracle fusion

Could anyone please share the recommended procedure and best practices for enabling new features introduced as part of Oracle Fusion Cloud quarterly upgrades?

Specifically, I would like to understand:

• How to identify whether a feature requires Opt-In.
• The steps to enable a new feature in a non-production environment.
• Any prerequisite setup tasks that should be completed before enabling the feature.
• Recommended testing and validation activities.
• Best practices for promoting the feature to Production.
• This can enable by Support Team or Configuration Team
