No additional approval is required in FCCS

Summary:

Before a user promotes the data he sees a message in approvals card saying "No additional approval is required". Is there any reason for this as we don't see this for other entities. Noticed the same msg in Manage approval Sub status. We know its a warning msg but wanted to get more crisp answer for this Msg which shows in Mange approvals and why?
