Is there a way to create an absence plan that gives a one-time accrual

We have a need for an absence plan that gives a one-time accrual of 40 days. Is there a way to carry over the balance from year to year without adding more to it? Maybe it needs to be a qualification plan. If so, is there a way to cap the number of days allowed?
