Succession Plans - Duplicate Candidate Error for Employees Outside AoR

We had experienced an issues when adding a candidate who is already part of a succession plan but is not visible due to AoR restrictions

We noticed that when a duplicate candidate is already in the succession plan and is visible within the user's AoR, the system correctly displays the message: "Select another person because this person is already a candidate."

However, if the same duplicate candidate exists in the plan but is outside the user's AoR, a generic error is returned instead (Error Response during RestAction).
Is it possible to replace the generic error returned by the REST action with the same validation message shown in the UI when the candidate already exists in the succession plan but is outside the user's AoR?
