Handling Puerto Rico Employees in Oracle Cloud HCM

We are looking for guidance on the recommended approach for handling employees who work in U.S but reside in Puerto Rico with USOPTE engine. We wanted to understand how other organizations have configured Oracle HCM to support this scenario and the best practices or standard implementation approaches.

We are a healthcare organization with employees working across United States and also with a small population residing in Puerto Rico who physically work in United States territory (FL etc).

Since implementing Oracle Payroll Tax Engine, this cross-territory work/reside combination is no longer being supported by Oracle USOPTE. The suggested workaround by Oracle on Service Request is to update Person Address record with Residence tax address within US territory states to bypass Payroll error. While this allows payroll to process, it results in incorrect tax calculations.
