Validation Rule message content should support HTML and formatting

Use Case and Business Need (Required):

We utilize Validation Rules to enforce valid effective dates for actions. We would like the Validation Rule messages to support HTML so that we can present users links to specific information/calendars on our intranet. HTML support would also allow us to emphasize content using bold or italic tags.

Additionally, being able to include variables within messages is a very nice feature, but would be even better if we could format the variable output (i.e. display a date field in the format that users are accustomed to seeing, not just the default Oracle date format).
