BPM Approval Home Address changes from one country to Another

Summary:

How to configure approval rule for home address changes from one country to another ? The current person address attribute does not bring the existing country value when user enters a new address from different country. Is there any other alternative to handle this ?

For now, we tried using legislation code as one of the way but that does not work all the times.

When a person has current address in Canada and when tries to add a new US address , we want this approval to be triggered.
