Unable to update multiple requisition distribution simultaneously

While creating change order from requisition we are unable to update multiple requisition distribution simultaneously. It is a noticeable bug.

When we tried to update multiple distributions, it is giving an error for fund check, we were trying to increase amount for distributions line, and we noticed while doing it if we wanted to skip any line and performed for rest of the line and click on save it will give you error. But if we edit consecutive lines and save it then it worked.

Is it an oracle bug?
