Allow Tax Reporting Site Reassignment in One Change Request

When a user attempts to move the Income Tax Reporting Site designation from one payment site to another in the same supplier profile change request, the request is cancelled instead of processed.

The user:

• Sets Income Tax Reporting Site = Yes on the new payment site.
• Sets Income Tax Reporting Site = No on the existing payment site.

Although the intended end state is to have only one tax reporting site within the Procurement Business Unit, the change request fails with the following validation error:
