BIP Report doesn't fetch the record based on the last update date on a Scheduled Integration

Summary:
Does anyone encounter the same issue where the BIP Report is not returning any output when ran via scheduled integration but after some time the record will get fetched (Example when ran after an hour or a day)
BIP Report is being triggered via Scheduled Integration which runs every 15mins and uses the startTime as the last update date parameter passed to the BIP Report.
