Which is the expected behavior for Custom Lookup LOVs in Skills and Qualifications?

Hi Experts,

We are trying to enable a standard lookup on the Skills and Qualifications page, specifically in the Education section of Oracle Fusion HCM.

We found that it is possible to modify the value set associated with the standard field so that it points to a custom lookup we created.

Initially, the field was displayed correctly, but no List of Values (LOV) entries were available. After changing the lookup's Access Level to Authenticated, the LOV values became visible and selectable.

Could you please confirm whether this is the expected behavior? Is setting the lookup Access Level to Authenticated the correct and recommended approach to make custom lookup values available for a standard lookup, or are there any additional configuration steps or best practices that should be followed?
