Hide Approve/Reject Buttons Only in Bell Notifications

Summary:

We need to hide the Approve and Reject buttons only from Bell (in-app) notifications for Core HR approval transactions, while keeping them available in email notifications and on the notification details page.

We disabled the Make Notification Actionable option in the BPM Console based on the recommended approach. This successfully removed the Approve and Reject buttons from the Bell notifications.

However, the same change also removed the actionable buttons from the email notifications, which is not the expected behavior.
