Salary Amount Different After HDL Load for Rate-Based Salary Basis

Summary: I'm looking for some guidance on salary HDL behavior for a rate-based salary basis.

We have a salary basis (IND Salary Basis B8) configured as "Salary amount is determined by rates". The salary basis contains components such as:

Basic Salary GSC8
House Rent Allowance GSC8
Conveyance Allowance GSC8
Flexible Pay GSC8
Total Base Pay GSC8

I loaded the following HDL:
