Items are not visible when trying to raise a purchase requisition

Items are not visible for a user when trying to raise a purchase requisition in production but visible in test instance.

This is happening for 2 users. I verified the preference in production and test instance, it looks same and users are active users.

Kindly advise on other factors to validate
