HDL User.dat status is stuck on "The user account has been requested"

Hello,

I have loaded a user.dat file to create users and after the process has completed, I ran the Send Pending LDAP Requests, Retrieve Latest LDAP Changes, and Import User and Role Application Security Data Jobs in sequence.

However, when I did some validations, I noticed some user accounts were not created. When I checked their records under "Manage Users", I am seeing "The User Account Has been requested" under "User Details". I have reran the three jobs again multiple times, however, the status seems stuck. Can anyone help?
