Calculation Values - Enterable Calculation Values on Calc Cards

I'm just learning Time and Labor and not a Payroll expert either, so please bear with me. I have updated Time & Labor rates by updating the Calculation Values. I now need to create some new Calculation Values to attach to new elements and I noticed that the existing ones have an effective start date in recent years (below it is seen as 07.01.24), but the Enterable Calculation Values on Calculation Cards section entries have an effective date of 01.01.1951. I cannot figure out how to do this as when I create a Calculation Value with an effective date of
