User created requisition with Total Negative Amount

Summary:

We have a user who was able to create a requisition with a single negative line amount, The requisition routed for approval, but the buyer rejected it. We did not think this was possible to do. We recently had patch set 26B applied, but in testing we could enter credit lines, but the total requisition has to be positive.
