Create role for Manage Carriers

Summary:

Hi all,

I have a requirement to create a new role that provides access to Manage Carriers.

I created a custom role and assigned the Carrier Management role to it. However, the user is unable to add or remove Organization Associations. The user can view the existing Organization Associations, but cannot maintain them.

Does anyone know which privilege might be missing?
