One of Integration user account scp cloud after reset password, it giving 401 error

in Fusion Applications Administration

We update the local password for our mulesoft integration user in Fusion Supply Chain Planning periodically. We've noticed when we make the change, Mulesoft seems to test the connection successfully immediately after the change. We then push the new password to the APIs, using Mulesoft to deploy the change. At that point, the APIs & Mulesoft stop working, but resume working after ~45 minutes.

Today, we updated the password, it tested successfully, but then the mulesoft user got locked out - we think APIs were trying to connect with old password because they hadn't been updated yet. I unlocked the user and we updated the APIs, but it still failed for another 45 min or so before it suddenly started working. We would like to understand why this is happening so that we can avoid this outage when we update the credentials in production in two weeks.
